  1. Give every candidate the same technical brief. Send each firm the same short brief: your platform, your page templates, your release process and one real problem you already know about. The proposals will diverge immediately, and the divergence tells you who understood the constraint and who priced a generic retainer with your logo pasted on the cover.
  2. Ask for a specification, not a strategy deck. Request a sample of the artefact your engineers will actually receive: a ticket, an acceptance criterion, a template change written so a developer can implement it without a follow-up meeting.
