How to test whether full service is the right shape for you

  1. Count the channels you actually need run. One channel at depth is usually better bought from a specialist. Three or more channels that must share creative, budget and measurement are where an integrated agency starts earning its overhead. Write the list before the first meeting, because agencies will helpfully expand it for you.
  2. Ask which departments exist in house. Request a list of the disciplines with headcount and location: strategy, creative, media, production, analytics, development. Full service frequently means full accountability with partial staffing, which is workable and normal, but you should know which suppliers sit behind your account before you sign.
  3. Separate the fee from the media and the production. Agency fee, media spend and production costs are three different numbers that a single headline figure hides. Ask for them itemised, ask whether any rebate or preferential rate is received from media suppliers, and ask what triggers a production cost outside the retainer.
  4. Name the team and fix the review rhythm. Ask who specifically works on the account each week, how much of the senior time in the pitch remains after onboarding, and what the review cadence is. The gap between the pitch team and the delivery team is the single most common complaint about the full service model.

What integration actually buys, and what it costs

The real product is coherence. One team holding the strategy, the creative and the media means the message in a video, a search ad and a landing page argue for the same thing, and means the budget can move between channels without a negotiation between three suppliers who each want to keep their share. For a business running an integrated campaign with a small internal team, that coordination is worth paying an overhead for, because otherwise the coordination becomes an unbudgeted internal job that nobody has time for.

The cost is a layer of account management and a fee structure that assumes breadth. If your need is one channel at depth, you are paying for departments you do not use and often getting a generalist where a specialist would win. The honest test is whether you would still buy the other services if they were priced separately. If the answer is no for most of them, buy the one you need from someone who does only that, and keep the coordination in house.

Reading the evidence before the pitch

The FTC's general advertising guidance applies to an agency's own marketing exactly as it applies to yours, so awards with paid entry, unverifiable results and vague implications of exclusive platform relationships are worth probing. A firm that is careless describing its own performance is unlikely to be careful describing yours, and you will be the advertiser of record when it matters.

Is a full service agency more expensive than several specialists?
Usually yes on fees and often no on total cost, because coordinating three specialists is real work that lands somewhere. The comparison should include the internal hours you would spend managing multiple suppliers and reconciling their reporting. If you have a marketing lead who enjoys and is good at that coordination, specialists frequently win. If you do not, the integrated fee is buying a job nobody in your company currently has.
How do I check that full service is not full resale?
Ask for headcount by discipline and location, ask who specifically would do the creative and the media buying, and ask to meet them rather than the pitch team. Then ask for a live campaign where the same firm did strategy, creative and media, and check the assets. Subcontracting is normal and not disqualifying. Undisclosed subcontracting priced as in house delivery is a different matter.
What contract terms matter most?
Notice period, ownership of the creative assets and the ad accounts, the treatment of production costs outside the retainer, and disclosure of any rebates or preferential rates from media suppliers. Ask for all four at proposal stage rather than contract stage. How a firm reacts to being asked is nearly as informative as the answers they give.
Should a small business use a full service agency?
Rarely at first. A small budget spread across many services buys a shallow version of each, and the fixed overhead of the model eats a larger share of a smaller spend. The usual better path is to buy the one channel that reaches your buyers, run it properly, and only add breadth when the coordination burden between suppliers is genuinely costing you more than an integrated fee would.
