Full-service SEO, scoped before it is bought
Full-service SEO is a phrase agencies use to mean everything, which in practice means whatever is left after the retainer is spent. The useful version of the term is narrower: technical work on the site, content built for queries people actually type, authority earned from sources that already carry weight, and the measurement that tells you which of the three is working. This page sets out what a full-service engagement should contain, what changes the price, and how to compare quotes that are deliberately hard to compare.

How to compare full-service quotes
- Make every quote list the same four layers. Technical, content, authority and measurement. Ask each candidate to price the four separately even if it sells them as one retainer. Quotes that refuse the breakdown are usually hiding which layer gets the hours.
- Count the deliverables, not the adjectives. How many pages a month, written by whom, reviewed by whom, and published by whom? A retainer that produces two pages and a report is a different product from one that produces ten, and both get called full-service.
- Check the timeline claim against Google's own. Google's SEO documentation says some changes take effect in hours while others can take several months to show results. A proposal implying competitive gains inside a quarter is contradicting the search engine it plans to influence.
- Keep ownership of everything the agency touches. Your domain, your analytics, your Search Console property, your content. Grant read access for audits rather than write access, and confirm in the contract that the work product transfers to you when the engagement ends.
What belongs inside a full-service engagement
Technical work keeps the site crawlable, fast and served securely, and reconciles what the site publishes against what Search Console reports is indexed. It is the foundation rather than the differentiator, and on a healthy site it is a diminishing part of the retainer after the first few months. Content work is where most of the value sits: pages that answer the questions your buyers actually ask, written with someone who knows the subject rather than paraphrased from whoever currently ranks. Google's own guidance is direct that content people find useful is more likely to influence a site's presence in results than any other single suggestion.
Authority work earns citations and links from places that already carry weight, through work worth citing rather than through purchase. Measurement closes the loop: query-level reporting that shows which pages gained impressions and clicks, and what happened to enquiries rather than to traffic alone. An engagement missing the fourth layer will always look successful, because nobody will be counting the thing that matters.
What moves the price, and what does not
Competition moves it most. The same scope of work costs more in a category where every competitor already runs a mature programme, because the bar for a page that can rank is higher and the content has to be better rather than merely present. Site size moves it next: a fifty-page site and a fifty-thousand-page catalogue need different technical work entirely. Seniority moves it third, and it is the driver buyers most often fail to check.
What does not move it, or should not, is the promise of a ranking position. Google states plainly that nobody can guarantee a number one ranking, so a premium attached to a guarantee is a premium on a claim the seller cannot honour. Be equally sceptical of pricing tied to a claimed special relationship with Google, of unsolicited pitches, and of any provider unwilling to explain what it will change on your site and why.
How the index reads these agencies
We record what an agency has published about itself: any price on its own site, any minimum engagement it states, the industries it names, and the clients it is willing to list. Each entry carries the source page and the date it was checked. Agencies that publish nothing are not penalised in the listing, but the absence is shown, because it tells you your comparison will start with a sales call rather than a number. No agency pays to appear, and none can pay to move.
Questions people actually ask
- What does full-service SEO usually cost?
- Among the agencies in this index that publish a figure, disclosed starting retainers for full-scope work generally begin in the low four figures per month and rise steeply with competition and site size. Sub-thousand-dollar full-service offers almost always mean a thin content quota with reporting attached.
- Is full-service better than hiring specialists?
- It is simpler to manage and easier to hold to one accountable party. It is also easier for a weak layer to hide inside a single retainer. If you have the internal capacity to coordinate, separate specialists give you cleaner visibility; if you do not, buy full-service but demand the four-layer breakdown in writing.
- How long before a full-service programme shows results?
- Google's documentation notes that some changes take effect within hours while others can take several months. In practice, technical fixes surface fastest, new content in a competitive category takes a quarter or more to settle, and authority work is the slowest of the three. Judge the first quarter on output and measurement quality, not on rankings.
- What should be in the contract?
- A defined scope with counted deliverables, named people, monthly reporting against those deliverables, ownership of accounts and content, a disclosure clause covering link sources and content production methods, and a notice period that does not trap you for a year while you find out.
