Public relations is the hardest marketing service to buy well, because the deliverable is influence and the invoice is monthly. Firms sell media relations, thought leadership, analyst relations, crisis preparedness, executive positioning and increasingly search visibility, and almost none of it comes with a guaranteed output, because a journalist cannot be bought. That is a feature rather than a flaw, but it means the buyer has to judge process and access instead of promised results. How to shortlist a PR firm

  1. Write down the outcome, not the activity. Coverage is a means. Decide first what the coverage is for: credibility in a sales cycle, recruitment, investor confidence, a launch, or defending a position under attack. Each implies different publications and a different pace, and a firm that is excellent at one may have no relationships at all in the outlets that matter for another.
  2. Ask who does the work and who took the meeting. The pitch is frequently led by a senior partner and delivered by a junior account executive, which is normal in this industry and disastrous when unstated. Ask for named people, their time allocation per month, how many other accounts they carry, and which of them will be on the calls after month two. Put the names in the contract.
  3. Test the relationships rather than the deck. Ask which five outlets matter for you, then ask who at the firm has placed a story in each in the past year and what it was. Vague answers about strong media relationships are the default and mean nothing. Verify a couple of the named placements yourself, since bylines and datelines are public and take minutes to check.
  4. Agree measurement you both accept before launch. Advertising equivalency is discredited and impressions are close to meaningless. Better measures are share of voice against named competitors, quality of placement in outlets your buyers read, message pull through in the actual text, inbound enquiries citing coverage, and branded search volume. Agree the set, the baseline and the review cadence up front.

What PR firms publish, and what they hold back

Our index records what each firm states on its own site: a published retainer or starting fee where one exists, a stated minimum engagement, named clients, and the disciplines claimed as in house. PR publishes less pricing than any other service in the estate, which is itself informative. Retainers are scoped to seniority and hours, and the range across the market is very wide, so a firm that will state a floor saves both sides a month.

Read named clients for shape rather than glamour. A firm whose roster is consumer brands has a different newsroom rolodex from one serving enterprise software or regulated finance, and the relationships do not transfer. Ask for two references in your sector who left the firm as well as two who stayed, and treat willingness to offer the first pair as a strong signal.

What moves the price

Seniority and hours dominate. Beyond that, the price moves with the pace of the news you can generate, whether you need proactive story creation or only reactive commentary, the number of markets and languages, whether analyst relations or crisis preparedness are included, and whether content production such as bylines, reports and original research sits inside the retainer or is billed separately.

Original research is worth calling out because it is often the highest yield line item and the one most frequently cut. A firm that can design a defensible survey or data study gives journalists a reason to write, which is a more reliable mechanism than pitching an opinion. Ask whether that capability is in house, what it costs, and see a study they produced.

Guaranteed placements, disclosure and the lines that matter

Be careful with anyone guaranteeing coverage in named publications. Guaranteed placements are typically paid, and paid content that reads as editorial must be disclosed. The Federal Trade Commission's endorsement guidance requires that a material connection between a brand and whoever is speaking about it be disclosed clearly and conspicuously, which covers sponsored articles, paid creator posts and employee advocacy alike.

Ask any firm to state plainly which of its results are earned and which are paid, and to show you both. A mixed programme of earned media, sponsored content and creator work is entirely legitimate and is what many buyers actually need. What is not legitimate is presenting paid placement as earned coverage, and a firm that blurs that line in a pitch will blur it in a report.

How much does a PR retainer cost?
The market range is very wide, from a part time freelance consultant to a large firm with a multi person team, because you are buying seniority and hours. Rather than seeking a benchmark, ask each candidate for their minimum monthly fee and what hours it funds. That converts an opaque market into a comparable one in a single email.
Should I pay per placement instead of a retainer?
Pay for performance PR exists and suits some launch situations, but it changes the incentive toward whatever is easiest to place rather than what is most useful, and quality of outlet suffers. If you try it, define what counts as a qualifying placement in advance, including outlets, format and whether syndicated republication counts.
How long before PR produces anything?
The first weeks are research, message development and relationship groundwork, and meaningful earned coverage commonly begins in the second or third month. Anything faster is usually a story that was already waiting. Judge the first quarter on quality of pitching and pipeline of opportunities, and the second on placements.
Does PR help search visibility?
Frequently yes, as a side effect rather than a goal, because coverage in credible publications produces citations and mentions that search and AI systems read, and it lifts branded search. Do not buy PR primarily as a link building tactic, and be wary of any firm selling placements whose only value is the link.
