The best SEO companies for small businesses, on evidence

No honest index can rank agencies by results. Outcomes depend on the market, the site, the budget and the business behind them, and no provider hands over the data that would allow a fair comparison. What can be compared is evidence a buyer can check without a sales call: whether a provider publishes its pricing, whether it discloses a minimum engagement, whether it names clients, and what it delivers in house rather than subcontracting. For a small business, one of those matters more than the rest. The disclosed minimum tells you whether you would be a normal client or the smallest account in the building, and that single fact predicts the attention you will get.

How a small business should shortlist an SEO company

  1. Ask every candidate for their minimum engagement by email. Request the smallest engagement accepted and the shortest term before booking anything. If your budget sits at or below a provider's stated minimum you will be their smallest account, which shows up as junior staffing and a slow queue. This one question removes more names than any proposal review and takes a candidate a minute to answer.
  2. Establish what problem you are actually solving. If buyers search for what you sell, search is worth funding. If nobody searches for it because the product is new or unfamiliar, search will disappoint you whoever runs it. If enquiries are healthy but few convert, the work is on the site and the follow up, not on traffic. Ask three providers which of those you are in and compare the answers.
  3. Compare one written scope, not three package pages. Write a single page listing the deliverables, the reporting cadence, the definition of a lead, account ownership, the term and the notice period, then ask each candidate to price exactly that. Quotes only become comparable when three providers describe the same work, and what each one adds or removes tells you how much they thought about your business.
  4. Settle ownership and exit before the first invoice. Confirm in writing that you own the domain, the site and its content, the analytics property, the business profile and any ad accounts, with the agency granted access. Check whether the site sits on a proprietary platform you cannot take with you. Small businesses lose more to a bad exit than to mediocre work, and this clause prevents it.

What this index records, and why it excludes rankings of agencies

We record what each agency publishes on its own website, with the date we checked it: published pricing or a starting retainer, a disclosed minimum engagement, named clients or case studies, and which services are in house. We do not record awards, badges or paid directory placements, because they are self reported or purchased and predict nothing about what an engagement will cost or contain.

The reason we do not publish a best to worst ordering is that any such list would be either paid for or invented. What a buyer can do instead is filter on the facts, then judge fit through conversation and, ideally, one small paid project. That sequence, filter on evidence then audition, is how experienced buyers hire in every professional service, and it works better here than any ranking could.

What good looks like for a business of your size

A provider suited to small businesses will spend the first month diagnosing rather than producing. Expect them to check whether the site works properly on a phone, whether tracking records calls as well as forms, whether the business profile is categorised correctly, and whether the existing pages match what buyers actually type. Google's guidance on hiring an SEO encourages buyers to understand a site's issues before committing to ongoing work, and a provider who starts there is following the same logic.

The second marker is honest scoping. A good provider will sometimes recommend less than you asked for: rewriting existing pages before adding new ones, fixing conversion before buying traffic, or waiting until the site can be edited quickly. Selling less is against their short term interest, which is exactly why it is such a reliable signal. Weak providers reverse it, opening with a content calendar because production is what their pricing model requires.

Claims that should lower your confidence

Discount guaranteed rankings without further discussion, since Google's guidance tells buyers plainly that nobody can promise a top position. Discount reports that lead with impressions, click through rate or rankings on phrases containing your own company name, which are trivially easy to win and can accompany a flat enquiry count for a year.

Be careful too with review generation offers that treat reviews as a monthly quota. Incentivised or filtered collection creates advertising exposure, and the FTC has adopted a rule targeting fake and deceptive reviews and testimonials. A provider treating reviews as a volume target is handing you a risk that surfaces long after the retainer ends, and platform penalties are considerably harder to reverse than a slow start.

Questions people actually ask

How much should a small business budget for SEO?
Enough for the work to actually happen rather than a token amount spread thin. If your budget only supports one thing done properly, do that one. Ask each candidate what they could genuinely achieve with your real number, and take seriously any provider who says it is not enough for what you are asking, because that answer is costing them a sale.
Is a smaller agency better for a small business?
Often, because you are more likely to be a meaningful client and to get senior attention. The trade off is capacity and continuity: a small shop can be stretched thin or disrupted when someone is away. The comfortable position is being a mid sized client for whoever you hire, which is another reason the disclosed minimum is the most useful number to ask for first.
How do I check an agency's claimed results?
Ask for two clients in a comparable situation and call them, rather than reading a case study. Ask what the agency actually changed, how long it took and what the client would do differently. Also open the case study's live site and see whether it ranks today. Claimed results that cannot be traced to a live, checkable page are not evidence.
When is it too early to hire an agency?
When nobody searches for what you sell yet, when your site cannot be edited or does not work on a phone, or when you have no way to record where enquiries come from. In each case an agency's work will be invisible or unmeasurable. Fix the measurement and the basic site problems first, ideally through a small paid project rather than a retainer.
