How to run a national SEO shortlist

  1. Define national scope honestly. A national brief means competing for queries nobody localises, which is slower and more expensive than local search. If most of your revenue comes from a handful of metros, say so; the right shortlist is different and usually cheaper.
  2. Shortlist on published evidence, not on best-of lists. Most best-of rankings are paid placements or affiliate pages. Build your list from what firms publish: address, named team, printed prices, case detail naming the client, and whether they rank for their own specialty phrase.
  3. Ask Google's own questions on the first call. Examples of previous work and success stories, expected results and timeframe, experience in your industry, how changes will be communicated, and detailed reasoning for recommendations. Google publishes that list for buyers; use it verbatim.
  4. Structure the contract for exit. Who owns the site, the content, the analytics and the tracking numbers if you leave. Grant read access to Search Console during an audit rather than write access, which is Google's own recommendation, and revisit it when scope grows.

Why best is the wrong question

Best implies a single ranked answer, and search marketing does not have one. A firm that is genuinely excellent at technical work on a large catalogue may be mediocre at local visibility for a service business; a firm that dominates one industry may be starting from zero in yours. The useful question is narrower: which agencies have shipped work that resembles the work you need, and can that resemblance be verified from their own pages?

The second reason to distrust the framing is commercial. Many of the pages that rank for best-of queries are monetised, either by placement fees or by referral commissions, and they do not disclose it consistently. This index does not take pay for placement, and agencies appear on published evidence rather than on payment, which is the only version of the question a buyer can act on.

The claims that should end a conversation

Google states directly that no one can guarantee a number one ranking, and its hiring guidance names ranking guarantees, claimed special relationships with Google and priority submission access as warning signs. Add unsolicited pitches, secrecy about methods, link popularity schemes and mass submission tactics, all of which Google lists explicitly. Any of these in a pitch tells you what the firm's method is before you ask.

The subtler version is a proposal built on link volume. Google's spam policies define link spam as creating links primarily to manipulate rankings, including buying and selling links, and say violating sites may rank lower or not appear in results at all. A national campaign is exactly where that risk concentrates, because the budget is large enough to buy a lot of the wrong thing quickly.
