Choosing the best Facebook ads agency on published evidence

Every agency that runs paid social calls itself the best Facebook ads agency, which makes the phrase useless as a filter and the decision harder than it should be. The useful questions are narrower: who will actually build and watch your campaigns, how the fee is structured, how creative gets produced and refreshed, and what happens to your ad account, pixel and audiences when the relationship ends. This page shows what the providers in our index publish about price, minimum engagement and named clients, and gives you a sequence for turning that into a shortlist you can compare on something firmer than confidence.

How to shortlist a Facebook ads agency

  1. Know your own numbers before the first call. Write down your average order value or customer value, your gross margin, and the most you can pay to acquire a customer profitably. Without those three numbers no agency can tell you whether a result is good, and every performance conversation becomes a debate about impressions. With them, the conversation is arithmetic.
  2. Understand how the fee is built. Flat retainer, percentage of ad spend, performance component or a hybrid: each creates a different incentive. Percentage-of-spend rewards scaling, flat fees reward efficiency, performance deals reward whatever the definition says. Ask which model applies, what triggers a change, and whether creative production is inside or outside the fee.
  3. Separate media buying from creative production. On paid social, creative is the main lever and it burns out quickly, so the volume and quality of new concepts usually decides results. Ask how many new creative concepts you get each month, who produces them, whether filming or design is included, and what happens if you cannot supply raw assets fast enough.
  4. Take ownership of the account and the data. Own your business manager, ad account, pixel and custom audiences, and add the agency as a partner rather than letting them run everything inside their own asset. This is the single most common cause of painful transitions, and it takes twenty minutes to set up correctly at the start.

What actually separates good paid social from average

Two agencies given the same budget, the same product and the same audience will produce different results, and the difference is rarely in bid settings. It is in the quantity and quality of creative tested, the discipline of the testing structure, the accuracy of the conversion data being fed back to the platform, and the willingness to turn things off. Automated bidding has absorbed much of what used to be manual skill, which pushes the remaining advantage toward creative and measurement. A candidate whose pitch is mostly about account structure and mostly silent about creative volume is describing a job the platform now largely does itself.

The measurement half matters just as much. Modern paid social depends on clean, deduplicated conversion signals, sensible attribution windows and an honest read on incrementality. Ask how they will validate that reported conversions match your own back-end revenue, and what they do when platform-reported results and your accounting disagree, because they will. The answer separates people who report the dashboard from people who report the business.

What our index records about each provider

We record what an agency publishes on its own site: stated pricing or fee model where it exists, disclosed minimum monthly spend or retainer, named clients, and the date we read the page. This is a narrow standard on purpose. It does not measure skill, but it does surface which firms are willing to be specific in public, and it lets you filter out providers whose floor is far above or below your budget before you spend an hour on a call.

From there, do the qualitative work yourself. Ask for two accounts they have run in your category and what the cost per acquisition was doing at handover versus three months later. Ask which parts of delivery are subcontracted, since creative production frequently is. Ask who the day-to-day contact is and how many accounts that person handles, because on paid social an overloaded buyer shows up in your results within weeks.

Advertising rules you remain responsible for

Whatever the agency writes, the advertiser carries responsibility for the claims. The FTC's advertising basics are unchanged by the channel: claims must be truthful, not misleading and substantiated, and required disclosures must be clear and conspicuous rather than buried in a caption or behind a tap. Paid social makes this harder because the format is compressed and the disclosure often competes with the creative.

If creators, testimonials or reviews appear in your ads, endorsement rules apply and material connections must be disclosed. Ask a candidate how they brief creators, how they check what was actually published, and what their process is for pulling a non-compliant asset quickly. An agency that has an answer ready has been through it, which is a better signal than any award listed on a homepage.

Questions people actually ask

Should I pay a flat fee or a percentage of ad spend?
Flat fees suit stable budgets and reward efficiency. Percentage-of-spend suits scaling accounts but rewards growth in spend rather than in profit. Hybrids are common. Whichever you choose, agree what triggers a fee change and confirm in writing whether creative production sits inside or outside the fee.
What is a reasonable minimum ad budget?
Enough for the platform to gather conversion data at your target action within a reasonable window, which depends on your price point and conversion rate rather than on a universal figure. Ask each candidate what monthly spend they consider the floor for their process and why, and treat a vague answer as a poor sign.
How quickly should I expect results?
Expect a learning period while conversion tracking is verified and initial creative is tested, then a first meaningful read once enough conversions have accumulated. Anyone promising a specific return in the first weeks is guessing. Ask instead what they expect to have learned by day thirty and what decision that learning enables.
What should I insist on before signing?
Ownership of the business manager, ad account, pixel and audiences; a written definition of the reported metrics; a named day-to-day contact; a stated creative volume per month; and a notice period with a clean handover of assets and access. Those five points prevent almost every common dispute.
