Measurement quality comes first
Whether events fire correctly, whether the same action is counted once, whether platform-reported conversions reconcile with your own records, and how much is modelled rather than observed. A consultant who starts with dashboards before establishing this is decorating numbers nobody has checked, which is worse than having none.

Several state privacy laws give rights around the sale or sharing of personal information and require opt outs to be honoured, and tracking on some categories of site carries more specific obligations.
