Digital advertising is sold as a single service and performed as several distinct jobs: strategy, campaign construction, creative production, daily management, measurement and reporting. Agencies staff those differently and price them as one number, which is why two quotes for the same budget can mean quite different amounts of actual work.

Construction and management are not the same

Building a campaign well is a project. Managing it is a continuing job of reading search terms and placements, adjusting bids and budgets, pausing what fails and testing replacements. Some retainers are largely a build followed by reporting. Ask what changed in the account last month and to see the change history rather than a summary.

Creative is usually the constraint

On most platforms the targeting is increasingly automated and the creative is what the advertiser still controls. Programmes that produce few new assets stagnate as audiences tire of what is running. Establish how many new creative variants are included each month and who makes them, because that line is often missing entirely.

Measurement needs deciding in advance

Platform reported conversions rely on modelling and each platform credits itself generously, so the totals across platforms will exceed reality. Agree which single source both sides will judge the programme on, keep your own record of actual sales or enquiries, and reconcile to it monthly.

What to settle before budget moves

Who owns the advertising accounts, what the fee is in absolute terms at your spend, how creative is produced and approved, the reporting cadence, and what happens to accounts and assets on exit. Accounts built inside an agency's container are the most common avoidable loss at the end of a relationship.

Traffic immediately, useful learning within weeks, efficiency improving over the first months as waste is removed. Judge the first month on the quality of the build rather than on cost per acquisition.
