Supply chain software is a forecasting problem sitting on top of an integration problem. The visible product is a plan: what to order, when, and where to put it. The invisible ninety percent is getting trustworthy signals out of purchasing, warehousing, transport and sales, each of which already has a system with its own idea of what a unit is. Custom supply chain software earns its cost in narrower cases: perishable goods where shelf life drives allocation, configure to order manufacturing where the bill of materials is customer specific, or a network whose constraints simply are not modelled by anything on the market. The test is whether you can name the constraint that no packaged product represents. If you cannot, integrate rather than build.

Third parties are part of your security perimeter

Supply chain systems are joined to suppliers, carriers and customers, which means your security posture includes theirs. The NIST Cybersecurity Framework is the common vocabulary for that conversation and is worth adopting simply so that you and your agency are using the same words for identify, protect, detect, respond and recover. Practically, require each integration to have a named owner, scoped credentials that can be revoked without taking the system down, and a documented behaviour when the partner is unreachable.

Estimates diverge because bidders make different assumptions about how much data cleaning is in scope.
