How a build is scoped and priced
- Separate discovery from delivery. Most agencies will quote a fixed price for discovery, which is the work of turning your idea into a specification, and a range for the build that follows. Treat the discovery fee as the price of a specification you own and can take elsewhere. If a firm will not let you leave with what discovery produced, you are buying a lock, not a document.
- Ask what the estimate assumes. A build estimate rests on assumptions: how many page templates, how many integrations, who writes the copy, who supplies the images, whether an existing system has to be migrated. Ask for those assumptions in writing. Every one of them that turns out to be wrong is a change order, and change orders are where a fixed price stops being fixed.
- Fix who owns the code and the accounts. The contract should name who owns the source code, the domain, the hosting account and the analytics property on the day the engagement ends, and it should say that in the contract rather than in an email. Agencies that hold the hosting account hold the site, and a buyer who discovers that during a dispute discovers it too late.
- Price the year, not the launch. A website is a running cost. Hosting, security patching, dependency updates, content changes and the occasional broken integration continue after launch, and they are billed either as a retainer or by the hour. Ask for both numbers before you compare quotes, because the cheapest build frequently carries the most expensive year.
Design, build, content and care are four purchases
A design engagement produces page layouts and a component set. A build engagement turns those into working code. Content is the writing, photography and product data that fills the templates. Care is everything after launch. Firms bundle them differently, and a quote that looks cheap usually excludes one of the four.
The practical test is to ask each firm on your shortlist to price the same four items separately. The comparison then works, because you are comparing four numbers against four numbers rather than one number against a different one. Firms that refuse to break the quote down are telling you something useful about how the project will be run.
What separates a development firm from a freelancer
A freelancer is frequently the better buy for a brochure site with a handful of templates and no integrations. The advantage of a firm shows up when the work needs two disciplines at once, when it has to continue while someone is on holiday, and when a defect found a year later needs the person who wrote the code to be findable.
Ask how many people would touch your project, whether any of them are subcontracted, and what happens to your project if the lead leaves. The answer to the last question is the real difference between a firm and a freelancer with a company name.

Two public documents shape almost every web build and neither is written by an agency. Reading both before the first call changes the conversation. A firm that cannot say which accessibility level it builds to, or that promises a search ranking rather than describing the work, has told you which of the two documents it has read.
